American Samoa defines these professionals as operators, consisting of hairdressers and cosmeticians. A hairdresser enhances and fixes the hair of clients, while a cosmetician has a bigger scope as they include massaging, beautifying, stimulating, cleansing, exercising and manipulating different parts of the body. They also provide manicure and hair removal services.

The law requires that aspirants must be licensed cosmetologists and hairdressers in any US state and have at least a 3-year experience immediately following the licensure application. Aspirants, still required to be licensed, also have the option to complete a refresher course at an approved institution in the US or another country with accreditations equivalent to the US within 1 year after the licensure application.
